Stengel Hill is a nationally recognized leader in the planning and design of behavioral health facilities, with more than 300 projects completed across the country and a portfolio that includes some of the most complex psychiatric and substance use disorder hospitals in the United States. In partnership with Fairview Health Services and Acadia Healthcare, the team embarked on the creation of Capitol Park Mental Health Hospital in St. Paul, Minnesota to meet the growing need for mental health services in the area.
Capitol Park Mental Health Hospital is a five-story, 105,500-square-foot, state-of-the-art, 144-bed inpatient facility. The design emphasizes a welcoming and calming environment, with natural light, restorative outdoor garden spaces, and dedicated therapy areas that foster connection and well-being. Patient wings are organized to promote safety and observation, while maintaining privacy and autonomy for individuals in treatment.

Capitol Park Mental Health Hospital incorporates several innovative building strategies, including prefabricated bathroom pods for improved quality control, extensive anti-ligature measures to ensure patient safety, and multiple onsite strategies providing passive treatment of stormwater before the stormwater discharges into municipal sewer systems. Amenities such as a gym, group therapy rooms, and communal gathering spaces further reinforce the hospital’s goal of normalizing daily routines and supporting holistic healing. Importantly, no patient will be denied care based on ability to pay, underscoring the project’s mission of accessibility and equity.
The design of Capitol Park was inspired by the idea that healing environments must first and foremost preserve human dignity. Behavioral health architecture often faces the challenge of balancing patient safety with the need to create spaces that feel supportive rather than institutional. Drawing on decades of experience, Stengel Hill carefully blended evidence-based design principles with input from clinical staff and caregivers. Natural light, connection to outdoor environments, warm materials, and intuitive layouts were prioritized to reduce stress, support recovery, and enhance the patient experience.
Capitol Park Mental Health Hospital is situated in the center of St. Paul’s Capitol District only a few steps from the Minnesota Capitol Building itself; the exterior design is intended to complement nearby municipal architecture through the primary use of full-depth masonry and traditional shadow lines at roof parapet and tower elements. More contemporary materials such as composite stone panels and metal cladding punctuate the façade, reflecting a resurgent neighborhood while avoiding the trendier New Urban design aesthetic that is now common in infill projects.
